این بیانیه، به مناسبت روز جهانی رفع خشونت علیه زنان و از سوی مجموعه‌ای از نهادها و جنبش‌های مدنی منتشر شده و بر حمایت از زنانی که با خشونت و تبعیض روبه‌رو هستند تأکید می‌کند. بیانیه هرگونه خشونت جنسیتی از جمله آزار، کودک‌همسری، ازدواج اجباری و سرکوب آزادی‌ها را محکوم کرده و وضعیت زنان و دختران افغانستان را نمونه‌ی بارز خشونت و تبعیض ساختاری می‌داند؛ از جمله محرومیت از آموزش و اشتغال، محدودیت‌های شدید اجتماعی، بازداشت‌های خودسرانه و خشونت دیجیتال، و آن را مصداق آپارتاید جنسیتی می‌خواند.

امضاکنندگان از جامعه جهانی، نهادهای بین‌المللی و دولت‌ها می‌خواهند این وضعیت را به‌عنوان نقض جدی حقوق بشر به رسمیت شناخته، سازوکارهای الزام‌آور برای پاسخ‌گویی ایجاد کرده، از مدافعان حقوق زنان حمایت کنند و دسترسی زنان به خدمات آموزشی، بهداشتی و حفاظتی را گسترش دهند. بیانیه همچنین بر همبستگی با جنبش‌های زنان در افغانستان و جهان تأکید کرده و تعهد می‌سپارد که فعالیت‌های مدنی، مستندسازی، آگاهی‌بخشی و پیگیری حقوقی را تا رسیدن به جامعه‌ای عاری از خشونت و تبعیض ادامه دهد.

Joint Statement on the Occasion of the International Day for the Elimination of Violence against Women:

On the occasion of the International Day for the Elimination of Violence against Women, we, a collective of institutions, associations, organizations, and civil women’s movements, with an emphasis on the universal principles of human rights, issue this statement in support of women around the world who face violence, discrimination, and structural repression.

1. Condemnation of Gender-Based Violence: We condemn all forms of gender-based violence, from domestic violence and sexual harassment to child marriage, sexual assaults, forced marriage, torture, enforced disappearance, and the suppression of fundamental freedoms, and we stress that violence against women is a blatant and systemic violation of human rights that can never be justified by any cultural or social reasoning.

2. Situation of Women and Girls in Afghanistan: Women and girls in Afghanistan today face the broadest and deepest forms of structural violence and discrimination. The official policies of the current regime , including the issuance of the dozens of decrees against women, deprivation of secondary and higher education, severe restrictions on employment, movement and social participation, imposition of mandatory hijab and control over women’s bodies and dress, arbitrary detention, threats, torture, repression of women’s rights defenders, and the exclusion of women from public and private spaces, constitute a clear case of gender apartheid and a serious violation of international legal principles. Digital violence against women and girls includes the sending of threatening and gender‑ humiliating messages on social media by Taliban actors, controlling women’s online activity, restricting their freedom in cyberspace, and threatening their digital security. We call on the global community to abandon the policy of silence and inaction and to adopt an effective, responsibility‑based approach.

3. Call for Action from the Global Community: We call on the United Nations, the Human Rights Council, the European Union, the Organization of Islamic Cooperation, and all states to: formally recognize structural violence against women in Afghanistan as an international crime; establish binding and operative mechanisms to hold accountable those who violate women’s rights; provide field, legal, and political support to women’s rights defenders, journalists, and activists at risk; expand access for women and girls to educational, health, supportive, and international protection services; condemn any instrumentalization of women and girls in political arenas and emphasize that respecting their rights is a fundamental, non‑negotiable principle; ensure effective and equal participation of women in all dialogue, policy-making, and decision‑making processes related to Afghanistan’s future.

4. Solidarity with Women’s Movements: We express our solidarity with all women in Afghanistan, the region, and the world who strive for freedom, equality, and the elimination of violence. The civil resistance of women plays a key role in achieving lasting peace and human development.

5. Commitment to Continued Civic and Legal Action: The signatories of this statement commit to continuing their work through documenting violence, public awareness‑raising and education, legal and diplomatic advocacy at the international level, and empowering women and girls, and to continue on this path until the realization of a society free from violence and discrimination.
